The second Internet Governance Forum was held in Rio De Janeiro late last year. The prime topic of discussion was the issue of access to the Internet infrastructure and services for the hitherto disadavantaged sections of the world population. The gist of the recommendations was that there should be a thrust towards the development of access infrastructure which should be allied to community friendly telecom and ICT policies and regulation. It is hoped that such initiatives will be adopted soon and will lead to a significant reduction in the scale of the digital divide that exists currently.
