This is a contribution on behalf of IT for Change towards the September consultations which will decide the agenda for the third annual Internet Governance Forum to be held in Hyderabad in December 2008. This contribution specifically looks at the issue of 'enhanced co-operation' as a process for global Internet policy making. This paper points out that if the IGF is a legitimate forum for discussing issues surrounding public policy, it must include discussions around enhanced co-operation and ways to mandate it as part of the official process. To exclude enhanced co-operation as part of the IGF would be to say that IGF itself is not a public policy forum.
