Sam Palmisano, the head of IBM, makes a case for Free and Open Software (FOSS) as one of cornerstones for innovation. Innovation itself is required to stimulate growth and economic development. FOSS can raise quality at reduced costs, and vastly expands opportunities for profit. The future will belong to new, emerging models of collaborative innovation—balancing different aspects of openness and different kinds of ownership. Business leaders and policymakers alike should not adopt a black or white position, but take a balanced approach.
