This detailed study provides an in-depth look into the current situation of gender and ICTs in developing countries in terms of obstacles and opportunities. The authors discuss in detail the changes wrought to women's labour by globalisation, as well as chances for women's economic and political empowerment through IT. A strong case is made for the engendering of IT policy, and for women's participation in this process. While IT policy must be gendered, gender policy must also be aware of the opportunities and challenges that IT brings. Both policy and gender groups must work symbiotically, for women have much to contribute to development, and IT can accelerate gender equality.
