This publication represents the conclusion of a social research process filled with experiences, data, distinct products and diverse voices - controversial, hopeful and sometimes contradictory. The study overviews the conditions for software appropriation in Latin American Countries (LAC). Specifically, it discusses free software-based initiatives, both in civil society organisations and in governments. This material hopes to present learning experiences and state some questions to trigger further studies. The report also presents an interpretation on what free software is, and what it is transformed into, in Latin America and the Caribbean, supported by the compiled data and the opinions of those interviewed. Other authors reinforce this point of view from their own experience of participating in the study.
