New international legal requirements for the protection of technological measures used by copyright owners to control access and use of their works can hinder the ability of developing countries to promote access to knowledge for development. This policy brief explains the current international legal framework for protection of copyright and national experiences in the implementation of these laws. It highlights that developing countries should use the flexibilities available to narrowly implement anti-circumvention obligations in such a way that can reduce the threat they pose on access to knowledge (Adapted from author).
